"the type or namespace _______ could not be found" but visual studio even found the members of the class

the visual studio intellisense even show the members normally but when the page is loaded the declaration of the member throws the exception. the web site is in a ftp location and within a folder of the web site that is set as asp.net application. could be this the issue?
