Debugger not hitting break points in sub project

I have a C#.NET project that is embedded within another project (vb.net).  The C# project will not work on it's own as it is designed this way.  We bought the C# code from another company with full edit rights but no support.  Over the last couple of years it has worked fine and haven't needed to debug anything in the project.

Now, I am trying to debug the project within my vb project and it keeps skipping the breakpoints I have set up.  I can't properly debug the project now because it won't hit my breakpoints.  However, the break points work fine in the parent vb project. 

 

Any ideas on what to do?  I've already tried restarting visual studio, restarting my machine, I've tried looking at the settings but can't see anything worth nothing.
