Visual Studio 2010 utliamente don't run application with framework 4.0 suddenly

Hi all ,
i need your help!
my system is WIndows 7 x64 - with framework 1,2.0,,3.5,v4.0.30319 and viusla studio 2010.

Suddenlywhen I startmyapplication with framework4.0 retunt this message

"Unable to connect to configured developmente Web Server"

i found around  the post for this error but no one work for me.

In event message return this error (unfortunaly is italian message):

How to resolve? Reinstall Framework 4.0?
