Publish issue

Hi

I am trying to publish a web site to a folder from VS 2012 Update 4 and am getting the following error:

AppData\Local\Temp\WebSitePublish\website1-1463014719\obj\Debug\AspnetCompileMerge\Source\web.config(131,0): Error ASPCONFIG: Could not load file or assembly 'Telerik.Web.UI, Version=2013.2.611.40, Culture=neutral, PublicKeyToken=121fae78165ba3d4' or one of its dependencies. Access is denied.

The solution compiles fine.
