Configuration Section cannot be used...

Hi there,

I have an webapp (asp.net + vb + sql) running on an older version of the IIS.
After installing a local server of IIS (newest under Win8) with SQL etc.... it is possible for me to develop and edit and run the app 
in the Visual Studio (express) and van do everything i want.

But: Running the app in de the Internet Explorer by using the localhost-section, the browser immidiatly comes with following error.
I searched already for a long time to usefull solutions, but nothing worked.

Can anyone help me out with following error: "This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".
