Modify what is collapsed in Outlining

Is there a way to modify what is considered Outlining (what would be collapsed by a Ctrl+M, Ctrl+L via Edit.ToggleAllOutlining)?

Specifically I would like to not toggle namespaces, classes, and for loops.
