Creating App_Data folder

In Expression Web when one wants to create an App_Data folder, one is presented with the possibility to create a new folder, but not the possibility to create a new asp.net folder.

I know that when using VWD you create a new App_Data folder using the the add asp.net folder, you get an App_Data folder that is protected.

MY QUESTION: If someone creates an ordinary new folder using Expression Web, and just gives it the name App_Data, is that folder protected? Will just creating a folder and naming it like that  give the same result as creating an asp.net App_Data folder?
