Why does VS 2012 Update 4 run but not show in the Help About dialog?

Why does VS 2012 Update 4 run but not show in the Help About dialog?

I went here...

I got the file "VS2012.4.exe" and noted the following.

Before Running The EXE: Visual Studio, Help, About...
Microsoft Visual Studio Professional 2012
Version 11.0.60610.01 Update 3
Microsoft .NET Framework
Version 4.5.50709

I ran the EXE, I rebooted, and I noted the following...

After Running The EXE: Visual Studio, Help, About...
Microsoft Visual Studio Professional 2012
Version 11.0.60610.01 Update 3
Microsoft .NET Framework
Version 4.5.50709
Installed Version: Professional

I ran the EXE again, and it asked for "Repair Or Uninstall", so I choose "Repair", and it ran fine, and I rebooted again, and the same values were still in Help About.

So, is this the way it is supposed to work? Or is this broken? How can one tell? Etc?

Please advise.
